      3. Persons wishing to submit proposals must use the submission form, linked on the MSCA website after state speech and until May 1, 2020.

      1. Develop a committee to help create a new process for submitting proposals and voting. Presenting proposals to MSHSL will appear more cohesive and we will be more accessible to all members (not just those in attendance at CTAM)
      2. Educating the ADs in all MN districts

    1. Membership Voting
      1. Must vote on proposals passed by the advisory. *All proposals passed by advisory in May will go to MSHSL for approval in October UNLESS the MSCA membership votes AGAINST the proposal TODAY
      2. 60% or more of membership in attendance at CTAM in favor of the proposal advances the proposal to MSHSL
        1. We need to be a cohesive membership and present proposals representative of our body
      3. Items up for voting (be sure you attend advisory session 7 & relevant sessions on the topics related to the proposals- little discussion will be provided during the meeting). 
        1. Advisory Committee Members
          1. Expand terms for Advisory Committee members to three (3) years
            1. New AA representatives

        2. State Tournament Jury Member

        3. Proposal 1: Make Program Oral Interpretations (POI) a 14th category 
        4. Proposal 2: Addition of a six-person semi-final to the MSHSL State Speech Tournament and reducing the number of finalists from eight to six.
    2. Now accepting your intentions to run for the MSHSL Board of Directors position. Formal requests can be emailed to Kasey Wacker kwacker@perham.k12.mn.us
    3. Add MSHSL Board of Directors Representative to the Speech Advisory Committee
    4. Establish a committee for streamlining proposal, procedural changes, and voting processes for MSCA membership 
      1. Concerns about Discussion and Extemp Speaking procedural changes should have been communicated to our membership more appropriately
      2. Coach of the year qualifications at subsection, section, and state level
      3. Criteria for All-State Award
        1. Request to change from 3 sections appearances to 2 state appearances
    5. Establish a committee to gather, formalize, and curate the history of the organization
